John M. Roberts is the President/CEO of JMRLLC.

Chief Executive Officer, John M. Roberts, founded JMRLLC in response to a growing need for contract consultants with specialized experience to provide acquisition management services to the Federal government. John has over 40+ years of experience in Federal acquisition, logistics, and acquisition management and has amassed a broad knowledge of the acquisition process. This level of exposure and specialization has proven to be an invaluable tool when providing advice or assistance in meeting the clients' needs.

John holds a Bachelor of Science degree in Accounting from the University of Maryland, University College and a Master's Certificate in Government Contracting from George Washington University, School of Business & Public Administration.

Originally formed as a sole proprietorship in 2002, the company was reformed as a Limited Liability Company in 2008.

  • Senior Acquisition Specialist - February 2005 to April 2007

    Served as the site lead at the Department of Commerce (DOC) a Commerce Acquisition Solutions Division (CAS), Office of Acquisition Management and Financial Assistance (OAMFA) for the ASIGovernment team. Provided on-site project management support to ensure performance under the contract by Acquisition Solution personnel on this engagement. Provided a wide range of expert pre-award and post-award support services to DOC contractors and vendors.

  • Senior Acquisition Specialist - November 2003 to February 2005

    Served as the Senior Acquisition Specialist for the Department of Education working with the Strategic Accountability Service on the Performance-Based Data Management Initiative. Responsible for preparing Statements of Objectives (SOOs) and other supporting documentation required for all new acquisitions supporting the initiative. Advised and supported the program office in the administration of contracts and task orders after award. Attended acquisition strategy meetings as an advisor and subject matter expert providing guidance as to the proper or most logical method of achieving their objectives.

  • Senior Acquisition Specialist - June 2002 to November 2003

    Served as a Senior Contract Specialist for the Department of Education, Federal Student Aid working with Student Debt Collection and Information Technology contracts. Main duties consisted of preparing Request for Proposals, modifications and amendments. Provided guidance during the source selection process and the award of solicitations and proposals. Responsible for closeout of all completed contracts assigned to me.

  • Contract Administrator/Specialist – (GS-1102-14) - October 1993 to June 2002

    Responsible for a full range of planning, directing and administering complex acquisitions that are Service-wide in scope. Administrative Contracting Officer for a Federally Funded Research and Development Contract. Co-authored the development and publication of the Department of Treasury Contracting Officer’s Technical Representative Handbook, Second Edition. Served as a Contracting Officer with unlimited signatory authority.

  • Contract Administrator – (GS-1102-13) - January 1991 to October 1993

    Directed and performed onsite contract reviews or evaluations of contractual performance by regional and district offices, service centers, and contractor’s facilities. Served as a senior administrator responsible for the development and production of comprehensive written procedures for managing complex projects from cradle to grave. Administrative Contracting Officer for a $500 million microcomputer contract.

    Serves as a Contracting Officer with unlimited signatory authority.

  • Supervisory Contract Specialist – (GM-1102-13) - January 1989 to January 1991

    Supervised the Acquisition Management Division of the agency’s Washington DC site. Responsible for the planning, directing, supervising, and when necessary performing the full range of contract formation, negotiation, administration and termination functions inherent to procurement. Responsible for the management of all construction and renovation projects at the agency’s Bethesda location. Acted as the Director, Directorate Acquisitions in the absence of the Director. Responsible for the Washington and St. Louis sites. Received a Special Act award “For Recognition of Superior Support to the Acquisition Directorate during a Shortage of Competent Personnel”. Serves as a Contracting Officer with unlimited signatory authority.

  • Contract Specialist – (GS-1102-12) - October 1987 to January 1989

    Performed a full range of contract preparation, administration, and termination of supply, service and construction contracts. Independently planned and carried out assigned projects exercising professional judgment.
